What Atlas can do, and at what maturity — stated plainly. A notify-only capability searches, monitors, and alerts; it does not transact. Real, consequential actions are ⚡ approval-gated — Atlas pauses for your explicit yes before they run.

Maturity labels come from the build-verified ledger — a machine-readable source of truth checked against the live tool registry, so the matrix can't quietly drift from what the code actually does. That honesty is the point: a "notify-only" watch is never mis-read as an action Atlas takes.
